No. Francium 223 has an half-life of 22 minutes. This is by far the longest half-life of any francium isotope (the second most stable (222) has an half-life of around 14 minutes, followed by 221 at 4.8 minutes). Most of them are seconds or less.

but I think sure is the frankium is the most powerful unless they make another alkali in a lab with a half-life of 10^-24 sec.
